I felt that Spalkos character was unimpressive and almost entirely useless even before you pointed out her botched introduction. She shouts at people,fights Mutt, shouts at more people and then she dies. Her lines could have been delivered by a disembodied voice off screen and STILL have more presence.

I obviously am not quite as upset about the KOTCS villain as much as you are, but I certainly do agree that Spielberg, Lucas and the editing team let us down.

I just read the book by James Rollins, Indiana Jones and the KOTCS; this book so explains the para-normal abilities of Spalko and goes indept with her character. Of course as all novels are able to give a more detailed account.
But it is clear from some of the pictures released by Paramount that some of Spalko's scenes were deleted. And these were the very scenes in the book that explained her abilities.
Why on earth those scenes were cut from the movie were completely beyond me. They should have cut some of the 25 minutes of bonding time between Indy and Mutt.

I definitely feel that Spielberg lost his focus on this film, and Blanchett who is enjoyable in any character got the short end of the stick.
